Habilitation in Vienna in 1929 with the work "Die Lausanner Schule und die Österreichische Schule der Nationalökonomie" (The Lausanne School and the Austrian School of Economics).
After his Habilitation, legal counsel at the Niederösterreichischer Gewerbeverein (Lower Austrian Trade Association) and Secretary-General of the Hoteliers' Association.
From 1934, secretary at the Chamber for Workers and Employees.
In 1937 Bayer obtained an associate professorship in Innsbruck.[2]
Immediately after the Anschluss, placed on compulsory leave and transferred to the ministry.
After the war he returned to Innsbruck as a professor.[1]
